GERMANE

GERMANE is the technical term for "relevant." Amendments are said to be germane or non-germane to a bill.

The House requires germaneness of amendment at all times unless an exception is made by special rule.

In most circumstances, the Senate does not require germaneness.

Senate tradition permits Senators to offer amendments on any subject even if unrelated to the bill's topic.
